Born in a 1944 in a small village in Andhra Pradesh, Shri Swamy received his fine arts training from his father, Shri V. Venkateswarlu, also an artist. He passed higher grades in free-hand outline, model drawing, painting, and interior decoration. Shri Swamy settled and has been working in Hyderabad for the last four decades. Sri Swamy received a M.A. in political science and a post-graduate diploma in journalism, as well as a diploma in advertising and public relations.

With over 2,000 paintings in water/oil-color, both in traditional and modern styles done on paper and canvas, Shri Swamy organized twenty one-man shows on the themes of "Village," "Rocks," "Nature & Environment," "Electrical Power," "Nehru and his Vision," "Hyderabad–400 Years," "Bull Fight," "50 Years of Indian Independence," "Ganesha," as well as general themes in various parts of the country. He has also participated in a number of group shows. His works are part of collections in New Delhi, USA, USSR, West Germany, UK, and many other Indian and foreign dignitaries’ private collections.

After he developed a unique craft of eggshell engraving, Shri Swamy’s works received commendation in the field of fine arts from dignitaries such as Shri R. Venkataraman, Richard Nixon, Ronald Reagan, Jawaharlal Nehru, Lalbahdur Sastry, Fakruddin Ali Ahmed, Dr. Gustav Husaq, Breznev, V.V. Giri, Edward Heath, Dr. S. Radhakrishan, and Dr. Zakir Hussain.

Shri Swamy has also received a number of awards; he was honored by the Andhra Association and Andhra Educational Society of New Delhi in 1982. He was also honored by Smt. G.T. Tumen Bava, External Affairs Minister of Kirgia, USSR, and Minister of Cultural Affairs for British High Commission, British Council Division, Robert Arbuthnott. For his outstanding contribution in the field of fine arts, Shri V. V. Swamy was honored with the Ugadi Puraskar 1998 by the Delhi Telugu Academy, which was presented to him by the Vice President of India. Shri Swamy’s name was recorded in the 1993 edition of the Limca Book of Records.

Author of several research papers, articles, and literary works, such as Poetic Biography of Hyderabad and My Inner Vision, Shri Swamy received an Honorary Doctorate in Literature for his English poetry book, For Hyderabad, at the World Congress of Poets held at Sydney, Australia during 2001.
